Born in Scotland in 1942, he was a member of the UK Diplomatic Service from 1966 to 2002. After an early career spent principally working on Politico-Military issues, including work in the UK Embassies in Moscow and Washington, and economic issues, including economic development in Pakistan, he was seconded to the Treasury from 1979 to 1984, worked on early privatisations, and became Principal Private Secretary to two Chancellors of the Exchequer. From 1987 to 1990 he was the Foreign Office's European Community Under-Secretary, and from 1990 to 1995 was UK Permanent Representative to the European Union (and one of the Maastricht Treaty negotiators). After service as UK Ambassador to the United States, his final four years in Government service were spent as Head of the Diplomatic Service and FCO Permanent Under-Secretary of State. An Oxford graduate, he has Honorary degrees from the Universities of St. Andrews and Glasgow.
