Marta Arpio Santacruz is a Spanish lawyer. She holds a law degree from the University of Saragossa, Spain (1977-1982), a Thesis in European law from the Universidad Complutense de Madrid and a Master's in Advanced European Studies from the College of Europe, Bruges. Since 1987 she has been a member of the Legal Service of the Council of the European Union and has worked particularly on external relations and institutional matters. In that connection, she was a member of the team which prepared the European Union Charter of Fundamental Rights and the team which drafted the Treaty of Nice. From March 1998 to July 1999, she was seconded to the High Representative of the international community in Bosnia-and-Herzegovina as member and Head of Private Office.
