Since 1989 representatives of the relevant committees of national parliaments and of the European Parliament have been meeting every six months in the context of the Conference of European Affairs Committees (COSAC).
With the entry into force of the Treaty of Maastricht, the European Union acquired extra powers. This has highlighted the importance of involving national parliaments more closely in European affairs. A relevant Protocol was annexed to the Treaty of Amsterdam.
